The Vietnam Actuarial Conference (VAC) is an annual event that gathers over 350 actuaries and insurance professionals from across the industry, including insurance companies, reinsurers, consulting firms, and regulators. The conference explores the latest trends, opportunities, and challenges.
The theme of VAC 2024 is “A/E Reimagined: Adaptability x Expertise.” Any actuary is familiar with the A/E ratio, which tracks actual experience against assumptions. About Insurance Supervisory Authority (ISA):
For over 20 years, the Insurance Supervisory Authority (ISA) have grown and developed with many historical periods, organizational structures and different names. The development process of the ISA includes the following stages:
The Insurance Department was upgraded to the Insurance Supervisory Authority (ISA) in February 2009. On February 12th, 2009, Minister of Finance signed the Decision No.288/QD-BTC regulating functions, duties, powers and organizational structure of the ISA. The ISA under the Ministry of Finance is to assist the Minister of Finance in the performing the State administration in the insurance business in the country; and to directly manage and supervise of the insurance and relevant service activities falling under the scope of the insurance business in accordance with current laws.
Currently, the ISA has six units including the Office of the ISA; the Non-Life Insurance Division, the Life Insurance Division, the Insurance Market Development Division, the Insurance Intermediaries Division, the Insurance Inspector and the Insurance Research and Training Center with 102 officers and employees.
With these accomplishments, in 2011, the ISA has been awarded Class II Labor Medal by the Government of Vietnam.

Mr. Huynh Thanh Phong is the Group Chief Executive Officer of FWD Group, a position he has held since March 2014, with responsibility to lead the regional business, operations and strategic development. Mr. Phong was appointed as an Executive Director of FWD Management Holdings Limited in May 2021. Mr. Phong is an insurance professional with more than 30 years of experience in the insurance industry, spanning North America, Asia and the Middle East.
Before joining FWD Group, he worked with Argyle Street Management, a Hong Kong-based investment fund, in an advisory role from 2013 to 2014. From 2010 to 2013, Mr. Phong was Regional Chief Executive for the AIA Group (“AIA”), responsible for leading its business operations in Singapore, Indonesia, Malaysia, Vietnam, India, Thailand and Sri Lanka. From 2009 to 2010, he served as Executive Vice President for Insurance at Fullerton Financial Holdings, a wholly owned subsidiary of Temasek Holdings, where he was responsible for building the insurance business in Indonesia, Malaysia, Vietnam, China, India, Pakistan and the Middle East. He also worked for 12 years at Prudential plc, where he held a number of senior level positions including the founding Chief Executive Officer of Prudential Vietnam and Managing Director for Prudential Corporation Asia, responsible for managing its operations in East Asia, Southeast Asia and the Middle East. He started his career in Canada with Crown Life, and moved to Manulife Financial, where he was appointed as Manulife’s Appointed Actuary for the Greater China Region in 1992.
Mr. Phong is a qualified actuary and a fellow of the Society of Actuaries (USA). He was awarded the title of Officer of the Order of the British Empire by Queen Elizabeth II in June 2005 in recognition of his contribution in promoting UK financial services in Vietnam. Mr. Phong graduated in June 1986 with a Bachelor of Science degree from the University of Alberta, Canada

Ryan brings with him nearly 20 years of experience working in digital strategy roles in the financial services industry. He joins from a leading multinational bank where he had spent the last nine years managing various digital initiatives in Asia. Prior to joining FWD, Ryan was Managing Director & Regional Head of Digital for Greater China & North Asia, where he was the responsible for the digital strategy and business transformation for the bank, spearheading innovation across the North Asia region.

Mr. Nguyen Trieu Vinh is currently Deputy Chief Investment Officer of VCBF and is co-managing equity portfolios and mutual funds. Vinh joined VCBF in July 2008 as Investment Analyst in the Private Equity team. Vinh joined the Asset Management team at the start of 2014 and then became Head of Research and Assistant Portfolio Manager in October 2015. After pursuing his postgraduate education in Canada, he rejoined VCBF in late 2020. Before VCBF, Vinh was an auditor with PricewaterhouseCoopers Vietnam, where he covered clients in the food and beverage and insurance sectors.
Vinh holds Master of Business Administration degree from University of British Columbia and Bachelor of Arts degree from the University of Economics of Ho Chi Minh City. Mr. Vinh is a member of ACCA (UK) and a Chartered Financial Analyst (CFA) Charter holder.
